The AKMS is a weapon of the post-Soviet wars. No one officially issued them. People simply took them from arsenals that stood open. And then these rifles ended up everywhere: in Chechnya, Georgia, Transnistria, Nagorno-Karabakh, Ukraine after 2014, Tajikistan.
